    State Use Program Qualified Participants may take advantage of the “WV ARF Guaranteed Payment Program” in order to improve cash flow by guaranteeing payment of valid, accurate, and complete invoices within 60 days from receipt of invoices involving qualified participant assigned State Use Program project(s). This program does not guarantee the ultimate collection of the participant’s receivables.To become a recognized participant in this program, the qualified participant must first complete the “WV ARF Guaranteed Payment Program” agreement.  Click on the following underlined title to review and print a copy of the agreement.
